Labour market and social policy in Ukraine

 On the Labour market of Ukraine in 2009-2011 there was a hint for positive tendencies as for the gradual increase of employment and decrease of unemployment.

 According to the data of State Committee of Statistics of Ukraine in 2010 the amount of employed population, comparing to the corresponding period of 2009, has increased to 74.5 thous. of persons and was 20.3 mln. The level of employment of population on average in Ukraine has grown up from 57.7% to 58.5%. The increase of employment level was noticed in all the regions of Ukraine.

    The total population in Ukraine was last reported at 45.8 million people in 2010.

• It should be said that the level of unemployment in Ukraine is lower than on average in the countries of European Union, where it grew from 8.9% in 2009 to 9.6% in 2010, and in particular was in France - 9.7%, in Bulgaria - 9.9%, in Portugal - 11.0%, in Hungary - 11.2%, in Greece - 12.0%, in Ireland - 13.5%, in Slovakia - 14.5%, in Estonia - 16.9%, in Lithuania - 17.8%, in Latvia - 19.3%, in Spain - 20.1%.

 

• The unemployment rate in Ukraine was last reported at 8.9 percent in the second quarter of 2011 according to the methodology of ILO.

• In 2010 at the state employment service there were 1847.4 thousd. of unemployed persons. There were 1384.5 thousd. persons that had the status of unemployed, 1163.2 thousd. of them received the unemployment benefit. The average sum of the unemployment benefit had increased from 655.6 UAH in December 2009 to 780.1 UAH in December 2010. 

 

• During the last months the situation as for the amount of the available vacancies has stabilised. In general in Ukraine in January-November 2011 in the base of state employment service there were 1174.5 thous. of vacancies that is 5.1% more thant in the corresponding period of 2010.

 

• The fourth of all available vacancies was concentrated in Kyiv, in Donetsk and Dnipropetrovsk oblasts, almost 30% of vacancies - in Kharkiv, Lviv, Poltava, Lugansk, Kyiv oblasts and AR Crimea.

     As for the 1st of December, 2011 on 1 vacancy on average in Ukraine there were 6 persons looking for the job. Almost in two thirds of the regions the situation was more strain.

     The big problem is the non conformity of the demand on labour and its propositions in the professional and qualification amount.

     Besides the selection of work and the completing of the vacancies complicates the fact that the employers increased demands as for the quality of the professional preparation of the personnel, the work experience, and, at the same time, propose the minimum level of salary, even to the well qualified employees.

     In January-November 2011 in general in Ukraine there was an increase in the amount of the employed persons, covered by the actions of the active policy of the employment assistance:

     - amount of the employed has increased on 20.4 thousd. persons and was 730.8 thousd. persons;

     - the amount of the persons, that went through professional tarining increased on 14.4 thous. persons and was 203.1 thous. persons;

     - in the public works, 353.6 thousd. persons participated that is 42.5 thousd. more than in January-November 2010.

•  In 2009-2010 every year almost 1 mln. of those who was looking for job with the help of free service for the population "Work search" with the number 730 received on their mobile phones sms-mesagies with vacancies. The services of informational and inquiry interactive multichannel telephone system "Work search" (0-800-5050600) were used by 1.5 mln. citizens. This system can be used by all those who is looking for job, including the persons, that work or study, pensioners etc. The services of the official internet portal of the State employment service (www.dcz.gov.ua) were used by 1.4 mln of the citizens and 1.6 mln. of persons were looking for job with the help of portal "Trud" (www.trud.gov.ua).
• Whithin year 2010 in general all over Ukraine there were 685.8 thous. vacancies filled in, the level of filling grew up from 52.6% in 2009 to 58.3% in 2010. The highest level of filling in of the vacancies was seen in Symy, Cherkasy, Ivano-Frankivska and Khmelnitska regions(from 82% to 89%).
